The Office of the Secretary of the University and of the Board of Regents (OSU) was established to handle the records and communications of the University. OSU coordinates the communication for the System and provides secretarial services to the Board of Regents. The Secretary of the University is appointed by the Board of Regents upon the recommendation of the President.
The mandate for the appointment and functions of the Secretary of the University and of the Board of Regents is based on Section 15 of Republic Act 9500 – An Act to Strengthen the University of the Philippines as the National University, otherwise known as the UP Charter.
SEC15. The Secretary of the University and of the Board of Regents. – There shall be a Secretary of the University appointed by the Board, who shall also be the Secretary of the Board, and who shall keep such records of the University as may be designated by the Board.
OSU facilitates governance of the University through its work as the secretariat and administrative arm of the Board of Regents and the President’s Advisory Council. It serves as the primary interface and communication link between the top policy makers and executive officers of the University on one hand, and the diverse stakeholders and resource providers of the University and the general public on the other.
